Legal Requirements To Procure Your Marriage License in the Philippines

Basic requirements
1. Birth Certificates from NSO - 1 original and  2 xerox copies
2. Certificate of No Marriage, also from NSO. - 1 original and 1 xerox copy
3. Valid IDs - 1 original and  2 xerox copies
4. Community tax certificate/ Cedula w/ signature - 1 original and 2 xerox copies
5. Parental consent (if aged 18 to 21) or parental advice (if aged 22 to 25)
6. Certificate of Attendance in a seminar by the City Health Office
7. Personal appearance at the Civil registrar's office

Additional Requirements:

For Widow/ Widower
1. Death certificate, issued by Local Civil Registrar's Office/ National Statistics Office of deceased husband/ wife - 1 original and 2 xerox copies

For Annulled Marriage
1. Certificate of Finality of Annulment, issued by court - 1 original and 2 xerox copies
2. Certificate of Registration, from Local Civil Registrar's Office -  - 1 original and 1 xerox copy

For a Foreigner Applicant
1. Passport ID - 2 xerox copies
2. Date of Arrival (Latest) from the Passport - 2 xerox copies
3. Legal Capacity, issued by their diplomatic official in the Philippines - 1 original and 3 xerox copies

For Naturalized Citizen
1. Naturalization Papers - 1 original and 2 xerox copies

NOTES:
1. Appearance of both applicants is necessary in applying for marriage license.
2. Marriage license will be released after 10-days posting period
3. At least one of the applicants is a resident of Cebu City
4. Address in Cedula, Brgy certificat and certificate of attendance must be consistent
5. The marriage license is provided 2 weeks after all requirements are complied with, and is valid for 120 days.
